Methodology
How HS Finder builds lookup results
HS Finder is a research shortcut. It indexes official U.S. HTS data, preserves hierarchical tariff context, and sends users back to official tariff text and rulings for verification.
Context expansion
Many HTS rows say only "Other" or "Not decaffeinated". HS Finder expands descriptions with parent headings so text search can find relevant sublines.
Ranking
Ranking favors exact code prefixes, phrase matches, full tariff lines, rows with duty data, and non-Chapter 99 entries unless a user changes filters.
Limits
The tool does not issue rulings, determine admissibility, calculate every remedy duty, or replace brokers, customs authorities, or legal advice.
