Methodology
HS Finder is a research shortcut. It indexes official U.S. HTS data, preserves hierarchical tariff context, and sends users back to official tariff text and rulings for verification.
The current index is generated from USITC 2026 HTS Revision 21, released October 9, 2026. A deterministic builder turns the pinned official JSON export into 29,861 runtime rows while preserving tariff numbers, hierarchical descriptions, duty columns, and statistical units. Many HTS rows say only "Other" or "Not decaffeinated". HS Finder expands descriptions with parent headings so text search can find relevant sublines.
Ranking favors exact code prefixes, phrase matches, full tariff lines, rows with duty data, and non-Chapter 99 entries unless a user changes filters.
The tool does not issue rulings, determine admissibility, calculate every remedy duty, or replace brokers, customs authorities, or legal advice.
